APS6 & EL1 hourly rate contracts, 12-months Located in Canberra, ACT Minimum Baseline, NV1 preferred About the Department Our client, a Federal Agency ensures a better response in times of disaster, while driving long-term preparedness and lasting recovery. The National Public Safety Mobile Broadband (PSMB) Program is a national Commonwealth and state and territory emergency management communications capability program. Delivery of a PSMB capability in Australia is a priority action arising from the 2020 Royal Commission into National Natural Disaster Arrangements. Once implemented, the PSMB capability will provide emergency service personnel with fast, safe and secure voice, video and data communications and near instant access to data, images and information in live situations, emergencies and critical incidents. It will support the coordination of responses across organisational and geographic boundaries, enhancing Australia's ability to manage emergencies, hazards and threats, helping to keep Australians safe and mitigate damage to property. About the Role The Policy Support Officer/s will undertake policy development and delivery as well as policy coordination tasks within the National PSMB Entity (NPE) workstream. They are also expected to undertake policy development activities in support of the broader Taskforce, such as the development of new policy proposals. Key Duties Support the scoping, development and costing of options for Australian Government consideration. Support the development of operating parameters and an operating model for a potential new entity through consultation and collaboration with key stakeholders. Provide input to drafting instructions to lawyers. Contribute to the development of high-quality written material, submissions and briefs. Coordinate and support stakeholder engagement with state and territory governments including scheduling of meetings, recording stakeholder comments and feedback, and tracking action items. Contribute to the development and implementation of the PSMB NPE workplan. Contribute to the governance and reporting of the PSMB Program. General administrative support and coordination activities, such as tracking budget timeframes. Essential Attributes / Skills / Experience Strong policy development and implementation, preferably including experience in the development of new policy proposals and cabinet submissions. Ability to draft well-written papers including submissions and briefs. Strong interpersonal and stakeholder engagement skills. Coordination or project management experience. Strong computer literacy, especially in Microsoft Office. Can-do attitude. To be successful in this role, the individual will need to be self-motivated and have a strong ability to connect different pieces of work. They will also need to have strong analytical, conceptual and problem-solving skills, good organisational and writing skills, and a high level of attention to detail. Suitable candidates are sought to fill several key roles in the PSMB Taskforce. This includes: 1 x EL1 equivalent National Program Management Office (NPMO) Lead - National PSMB Program. 1 x EL1 or high performing APS6 equivalent Inter-Governmental Agreement Senior Policy Officer.
